You will appreciate that the application of the above
rule will involve some difficulty at present owing to the war
service group and the necessity for preserving the order of
seniority proposed in this despatch. Officers in the "war group"
have been given certain increments in respect of war service
and are rather older than the usual newly appointed officer.
Messrs. Pittendrigh and Leys are considerably older than the
normal candidate and have previous experience which is of value.
I propose therefore that these two officers should be credited
with three years commissioned service towards the seven required
for the rank of Superintendent. Their service for purpose of rank
will date from the day of their arrival in Hong Kong for service
with the Military Administration.
Mr. Fay will serve seven
years from 4th December, 1941, the date of his confirmation as
Assistant Superintendent of Police, and Mr. Wright-Nooth seven
years from 16th January, 1942, the date of his confirmation
as Assistant Superintendent of Police. Messrs. Monkhouse,
Haig-Brown, MacKenzie and Rolph will be credited with one year's
service for rank. As their respective arrivals were not in
order of seniority by age it is necessary to settle an arbitrary
date for the commencement of this service qualification and I
propose that they be required to serve 6 years from 1st January,
1946.
